Study: Racial disparities found in police traffic stops

A study of statewide police traffic stops in Vermont, the second-whitest state in the country, has found racial disparities in how police treat drivers.

Black drivers were four times more likely than whites to be searched after traffic stops, and Hispanic drivers were nearly three times more likely, according to the University of Vermont study, Driving While Black and Brown in Vermont. At the same time, black and Hispanic drivers were less likely than white and Asian drivers to be found with contraband that leads to an arrest or citation, according to the report, which was based on 2015 data.

Black and Hispanic drivers also were more likely than white drivers to get traffic tickets versus warnings, and black drivers were twice as likely as white drivers to be arrested after stops, the study said.

“Almost all of the agencies in our study exhibit disparities in traffic policing to one degree or another,” said study co-author Stephanie Seguino, a professor in the university’s Department of Economics. “In other words, the results are not uniquely attributable to one or two agencies, but it’s really a widespread problem in terms of policing.”

One of the reasons some police officers use to explain the higher rate of searches of black drivers versus white drivers is concerns about the opioid crisis and drugs coming in from out of state, and there’s a racial component to those perceptions, Seguino said. But the study found white and Asian drivers were more likely than black or Hispanic drivers stopped to be found with contraband.

Vermont, which has a population of about 625,000, was 94.8 percent white the year the policing study was done, according to U.S. Census figures. Only Maine, at 94.9 percent, was whiter. Blacks made up 1.3 percent of the Vermont population, Hispanics 1.8 percent and Asians 1.6 percent.

The study looked at traffic stop data from 29 departments across Vermont, following a 2014 state law that required police to collect such race information. But many agencies had missing data in key categories, said co-author Nancy Brooks, of Cornell University, who said more work is needed to improve the data quality.

Police treatment of drivers varied among departments, the study found.

In Rutland, for example, police searched black drivers at a rate of more than six times that of white drivers while white drivers searched were found with contraband at a higher rate than black drivers.

Rutland police Chief Brian Kilcullen, who has been on the job since November 2015, said he was somewhat surprised by the findings.

“You start with awareness, and that’s what this does,” he said of the report, adding that the police department has done training sessions.

Burlington police Chief Brandon del Pozo said his department is seeing an improvement in the rate at which searches lead to contraband, called the hit rate, meaning police are doing fewer unnecessary searches.

To reduce the racial disparities, the report’s authors recommend creating a standardized system for collecting data, giving officers feedback on their performance during stops, supporting police departments in giving frequent training sessions on bias and monitoring disparities annually.

Global wildlife meeting approves ban on trade in pangolins

The pangolin is described as the most heavily trafficked mammal in the world. The nocturnal, ant-eating animal got a much-needed boost this week at a U.N. wildlife conference that approved a ban on trade in all eight species of Asian and African pangolins.

The small creature is heavily poached for its meat and scales that are used in traditional medicine in parts of Asia. There is also a market for pangolin products in Africa.

Delegates approved a ban on trade in seven pangolin species by consensus at a meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, or CITES.

Debate on trade in one of the Asian species of pangolin went to a vote, and only Indonesia objected. China, a major consumer of pangolins, as well as Oman, Japan, Namibia and Madagascar, abstained.

The pangolin decision is expected to be approved at a plenary session next week.

The meeting of CITES, which regulates wildlife trade, ends Oct. 5. About 180 countries are participating in the conference.

CITES previously required controls on any trade in Asian pangolins in an effort to ensure their survival. The new decision effectively prohibits virtually all commercial trade, allowing it only in what CITES calls “exceptional circumstances.”

Pangolins are the most “heavily trafficked mammal in the world,” said Colman O’Criodain, an expert with the WWF conservation group. He said the next step is for countries to implement the ban on trade, as well as move against illegal trafficking in pangolins.

More than one million pangolins have been slaughtered in the past decade, according to some estimates.

Pangolin scales are made of keratin, a protein also found in human fingernails.

Nearly 20 tons of pangolin scales were seized from illegal shipments originating from Africa between 2013 and this year, according to U.S. officials. They said the scales came from as many as 39,000 pangolins.

The CITES meeting seeks to protect “iconic” species such as the lion and elephant, but it also debates the survival of lesser-known species such as the pangolin, said Dan Ashe, director of the U.S. Fish and Wildlife Service.

“There are literally dozens to hundreds of species being considered here that you or I would probably not even recognize,” Ashe said in an interview with The Associated Press. “That’s the magic of this convention.”

‘New Hanji’ joins modern craft with Korean tradition

“Paper changed everything,” notes Chelsea Holton, co-curator of New Hanji: A Korean Paper Tradition Re-Imagined,the latest exhibition at Villa Terrace Decorative Arts Museum. The invention of paper around the year 100 A.D. in China opened a new world for documentation, as well as for art. 

Hanji art was originally developed in Korea, before spreading to other civilizations. The handmade hanji paper is produced from the inner bark of mulberry trees and is renowned for its durability. Hanji can be treated like regular drawing paper, but its versatility also allows for it to be used in the production of textiles and ornaments, molded as decorations for vessels or carved and attached to furniture.

Taking this ancient material as a starting point, five artists from Milwaukee and four from Korea incorporate it into contemporary art. Holton says hanji is enjoying something of a renaissance as it is adopted in the West and revived in its native land. 

One artist, co-curator Rina Yoon, is the origin point for New Hanji, Holton says. “(Yoon) had taken a couple of trips back to Korea in the last five years or so, and she took a group of students to Korea in 2012 along with all of the Milwaukee artists in the exhibition. They studied the techniques and all started to incorporate hanji. Rina organized an exhibition in 2013 that went really well — and this seemed like a valuable thing for Milwaukee.”

That prior showing of these pieces occurred in South Korea at the Jeonju Hanji Festival. At Villa Terrace, a historic venue with a similar attentiveness to both present and past, the show represents a melding of traditional and current artistic trends. 

The Milwaukee-based artists, to varying degrees, have used paper mediums previously in their work. They found that having learned of this material, they were each using it in new work. Viewers also will see that there are identifiable approaches that connect their past endeavors with this medium. 

Jessica Meuninck-Ganger has for a long time used a combination of drawing and video in her installations. In “Trace,” footage of Milwaukee neighborhoods passes by in ephemeral light behind small, sculptural buildings made of hanji. It is meant to evoke thoughts of the transitory nature of spaces. An adage about hanji proclaims that it lasts for 1,000 years. Could the same ever be said about today’s built environments? The sense of the present is simultaneously fragile and nostalgic.

Paper’s three-dimensional possibilities are explored by Christiane Grauert’s Block series. Tall and angular, her skyscraper-like forms are a translation of Hong Kong architecture. The carved spaces of the windows are done with a process learned from Haemija Kim, a master of the technique whose work is featured in the exhibition. 

Master Kim, as she is known, was drawn into the traditions of hanji through an interest in handmade paper objects such as sewing boxes. For her study of these and her endeavors in their recreation, she was given the Presidential Award of Excellence by the South Korean government in 2009. 

In the world of fashion, Korean artist Yang Bae Jeon has become interested in the study of traditional garments associated with funerary practices. In the interests of ecological and other concerns, Jeon’s work in the making of hanji burial shrouds has been influential and an example is on display here. 

Yoon also synthesizes the body and methods of artistic construction in her work. She uses jiseung, a process of paper coiling in large wall pieces that produce cloud-like forms in brilliant white. They originate as pieces molded from her body, transformed into dramatic billows of round and sharply pierced shapes in “Earth Between In and Yeon.”

One Buddhist concept Yoon frequently comes back to in her work is inyeon. She says, “The body returns to the earth and emerges from it. The earth and the body are separate and one at the same time.” 

In her capacity as an art historian and writer, Holton traveled to Korea with the artists as well as students in order to produce scholarly research for this project. One of the strengths of this exhibition is that curatorial approach, which introduces visitors to the context and process of this traditional craft. It wraps multifaceted artistic endeavors together, connected through knowledge of the past and the fibers of hanji which reach far beyond their point of cultural origin.

Indian and Chinese immigrants to U.S. are outpacing those from Mexico

Siddharth Jaganath wanted to return to India after earning his master’s degree at Texas’ Southern Methodist University. Instead, he built a new life in the U.S. over a decade, becoming a manager at a communications technology company and starting a family in the Dallas suburb of Plano.

“You start growing your roots and eventually end up staying here,” the 37-year-old said.

His path is an increasingly common one: Immigrants from China and India, many with student or work visas, have overtaken Mexicans as the largest groups coming into the U.S., according to U.S Census Bureau research released in May.

While Republican presidential contenders spar for the mantle of the candidate who will treat immigrants the worst, they’re speaking of immigrants from Mexico. They’re seemingly unaware of the shift that’s been building for more than a decade — a shift that experts say is bringing more highly skilled immigrants here.

Mexicans still dominate the overall composition of immigrants in the U.S., accounting for more than a quarter of the foreign-born people. But of the 1.2 million newly arrived immigrants here legally and illegally counted in the 2013 census, China led with 147,000, followed by India with 129,000 and Mexico with 125,000. It’s a sharp contrast to the 2000 census, which counted 402,000 from Mexico and no more than 84,000 each from India and China. Experts say part of the reason for the decrease in Mexican immigrants is a dramatic plunge in illegal immigration.

“We’re not likely to see Asians overtake Latin Americans anytime soon (in overall immigration population). But we are sort of at the leading edge of this transition where Asians will represent a larger and larger share of the U.S. foreign-born population,” said Marc Rosenblum, deputy director of the U.S. Immigration Policy Program for the Washington-based Migration Policy Institute.

The national trend is evident even in Texas, where the number of Mexican immigrants coming to the border state each year has dropped by more than half since 2005, according to the Office of the State Demographer. In that time, the number of people from India coming to Texas has more than doubled and the number from China has increased more than fivefold, though both still comfortably trail Mexican immigrants.

Asian immigrants have flocked to Texas’ large urban and suburban areas, including the Dallas suburb of Collin County, the home to many major businesses. Laxmi Tummala, a real estate agent in the area and a U.S.-born child of Indian immigrants, has witnessed a buildup in Indian restaurants, grocery stores, clothing outlets and worship centers.

“All of that is extremely accessible now,” Tummala said.

Donald Trump has proposed kicking out the estimated 11 million people who are in the U.S. illegally before allowing the “good ones” and “talented” ones back in. Jeb Bush and Marco Rubio both have said that the legal immigration process should focus more on letting in workers the country needs rather than reuniting families.

Increasing the flow of highly skilled immigrants would likely have a big impact on those coming from India and China. The majority of them who are 25 and older who arrived within three years of the 2013 census had a bachelor’s degree or higher, according to the Migration Policy Institute. Mexican immigrants only had 15 percent, up from 6 percent in 2000.

China and India’s growing economies have given immigrants access to travel and the ability to pay for an education abroad. Hua Bai came to the University of Texas at Dallas from China last year to work on a master’s degree in marketing and information technology management. The 25-year-old said that given the right opportunity, she’d like to stay in the U.S.

“If I get sponsorship I’d consider living here and working here,” she said. “It all depends on the job opportunities.”

Without revisions in immigration policy, experts say the change to the overall immigrant population will be slow. One reason is that the number of Mexicans who become legal permanent residents is about twice the number of Indian and Chinese people who do, according to Michael Fix, president of the Migration Policy Institute.

But a rising number of Chinese and Indians will become permanent residents, given the current rate of about half of people here on temporary work visas obtaining that status, Fix said.

Jaganath was among that group, inspired to come to the U.S. because the country is a leader in his career field.

“That was a following-the-dream type of thing for me,” he said.

Go For the Food: Dim sum in the Land of Barbecue

Yes, even in the Land of Barbecue, there are other artery-challenging options beyond the slab.

The weekend crowds at Bo Lings Chinese restaurant in Kansas City, Missouri, have long suggested that plenty of people in this barbecue fumes-driven metro often prefer their pork steamed amid shrimp in a dumpling, diced in rice noodles or laced with barbecue sauce and stuffed into a fluffy, white steamed bun.

Bo Lings, which opened in 1981 and began dim sum service in 1987, for years drew out-the-front door weekend lines for dim sum at its location in the former Kansas City Board of Trade building a couple blocks from Kansas City’s Country Club Plaza. Owners Richard and Theresa Ng, who in 2008 were named Restaurateurs of the Year by the Greater Kansas City Restaurant Association, moved about two years ago to their current larger spot in the high-traffic, touristy Plaza, an outdoor shopping and entertainment district.

The new Bo Lings has more seating, ultra-modern decor and a revamped menu that in addition to traditional Chinese fare, also includes sushi, a bakery and an elaborate happy hour.

But it’s the dim sum that draws in the crowds.

Dim sum diners at Bo Lings range from families who gather in large, multi-generational groups and linger for a few hours over pots of jasmine tea while they collect stacks of small dim sum plates and chase their small children around the room to couples in tiny booths who move in and out in a matter of minutes once their preferred carts make it to their vicinity.

Despite the crowds, the Bo Lings dim sum carts usually manage to wend their way through the tables and booths in steady streams, plying patrons with steamy selections including siu mai (shrimp and pork dumplings), roast duck, fried rice noodles, garlic cucumbers, rice porridge, pan-fried shrimp and chive dumplings and tofu with shrimp. Every now and then, a favorite item _ like the barbecue pork buns, of course _ may run low, but it can help to ask a server to grab some from the kitchen. They’ll often oblige.

It can be wise to arrive at 11 a.m. when the cart service begins to avoid the later rush, and Sundays are often more crowded than Saturdays.

Bo Lings, which does a brisk take-out service, too, has a few other locations around Kansas City, but only offers weekend push cart dim sum on the Plaza and at its suburban Kansas City location in Overland Park, Kansas. Bo Lings at the City Market near downtown has limited dim sum offerings on its daily menu.

And, if the craving resurfaces, each Bo Lings is likely only a short hike from at least one barbecue spot.

New disease causes AIDS-like symptoms in people without HIV

Researchers have identified a mysterious new disease that has left scores of people in Asia and some in the United States with AIDS-like symptoms even though they are not infected with HIV.

The patients’ immune systems become damaged, leaving them unable to fend off germs as healthy people do. What triggers this isn’t known, but the disease does not seem to be contagious.

This is another kind of acquired immune deficiency that is not inherited and occurs in adults, but doesn’t spread the way AIDS does through a virus, said Dr. Sarah Browne, a scientist at the National Institute of Allergy and Infectious Diseases.

She helped lead the study with researchers in Thailand and Taiwan where most of the cases have been found since 2004. Their report is in the New England Journal of Medicine.

“This is absolutely fascinating. I’ve seen probably at least three patients in the last 10 years or so” who might have had this, said Dr. Dennis Maki, an infectious disease specialist at the University of Wisconsin in Madison.

“It’s still possible that an infection of some sort could trigger the disease, even though the disease itself doesn’t seem to spread person-to-person, he said.

The disease develops around age 50 on average but does not run in families, which makes it unlikely that a single gene is responsible, Browne said. Some patients have died of overwhelming infections, including some Asians now living in the U.S., although Browne could not estimate how many.

Kim Nguyen, 62, a seamstress from Vietnam who has lived in Tennessee since 1975, was gravely ill when she sought help for a persistent fever, infections throughout her bones and other bizarre symptoms in 2009. She had been sick off and on for several years and had visited Vietnam in 1995 and again in early 2009.

“She was wasting away from this systemic infection” that at first seemed like tuberculosis but wasn’t, said Dr. Carlton Hays Jr., a family physician at the Jackson Clinic in Jackson, Tenn.

Nguyen (pronounced “when”) was referred to specialists at the National Institutes of Health who had been tracking similar cases. She spent nearly a year at an NIH hospital in Bethesda, Md., and is there now for monitoring and further treatment.

“I feel great now,” she said. But when she was sick, “I felt dizzy, headaches, almost fell down,” she said. “I could not eat anything.”

The virus that causes AIDS – HIV –destroys T-cells, key soldiers of the immune system that fight germs. The new disease doesn’t affect those cells, but causes a different kind of damage. Browne’s study of more than 200 people in Taiwan and Thailand found that most of those with the disease make substances called autoantibodies that block interferon-gamma, a chemical signal that helps the body clear infections.

Blocking that signal leaves people like those with AIDS — vulnerable to viruses, fungal infections and parasites, but especially micobacteria, a group of germs similar to tuberculosis that can cause severe lung damage. Researchers are calling this new disease an “adult-onset” immunodeficiency syndrome because it develops later in life and they don’t know why or how.

Antibiotics aren’t always effective, so doctors have tried a variety of other approaches, including a cancer drug that helps suppress production of antibodies. The disease quiets in some patients once the infections are tamed, but the faulty immune system is likely a chronic condition, researchers believe.

The fact that nearly all the patients so far have been Asian or Asian-born people living elsewhere suggests that genetic factors and something in the environment such as an infection may trigger the disease, researchers conclude.

The first cases turned up in 2004 and Browne’s study enrolled about 100 people in six months.

“We know there are many others out there,” including many cases mistaken as tuberculosis in some countries, she said
