This fun festival weekend when “everyone claims to be Norwegian” is a celebration of Norway’s Constitution Day. Stoughton, a Wisconsin town southeast of Madison with a strong Norwegian heritage, marks the holiday with Norwegian dance, costumes, art and songs. The festival also features traditional Norwegian crafts, an “ugly troll” drawing contest for children, a 20-mile run/17-mile walk and parades.
